If I block a specific address from my email, does that person then get an email stating that their message was not delivered?

no,they will still think that you are receiving the e-mails they are sending
which is good really if you want to be discreet about it and not let the sender know they have been blocked,this way they will not think 'oh she blocked me,lets make a new email address'
